Make up tips, Blue eyes, Dark hair, fair/rosie complexion.?

I am starting college in September and haven't got much experience putting on makeup. I just want some easy tips that use "drugstore" products. Which aren't too expensive. To make my eyes stand out. I have quite pale blue/grey eyes, with dark brown but almost black hair. In my picture my skin isn't normally like that! That was freshly moisturised and certain light in the room. I have some dark circles under my eyes, can anyone suggest a good concealer? Just like give me some colours to work with and some sort of order you would put your make up on. I would say I am between fair/rosie complexion naturally. But closer to fair. Thank you :)
