How to tell if my parakeet has lice or mites...?

My parakeet (pretty boy) cleans every day(himself)... And he fluffs up his feathers quite a lot...when he perches on my finger and I stroke him under his skin on his neck under his feathers feels rudd and I fells black bumps or something...when he fluyffs up his feathers after he cleans I see tiny white flakes or something...I know the office visit for the vet is 45 dollars and its too much...what do I do...I got him 5 days ago he's very sweet...I feed him tropimix and I he has millet spray in his cage with fresh clean water...its a big cage it measure 16 inches width and 20inches heidth...there about 5 bracnches at different heights and on toy...he poops normally and he eats small portions I give him every day..enough for a whole day everyday...he seems healthy but looks can be decieving...
